Peculiarities of Organization Model for Construction Crimes Prevention

Abstract
This article provides analysis of systemic peculiarities related to construction crime prevention, mechanism of construction crime prevention and its key elements and characteristics. One of the ways to implement the construction crime combating policy is defined as establishment of model aimed at organization of construction crime prevention. The abovementioned model must be formed after setting the adequate aim, defining the extended scope of subjects (state and non-state structures), identifying economic, political, psychological and other factors (shaping the construction crimes dynamics and conditions), citizens’ activity (in full compliance with legal norms and social interaction mechanisms) and the criminal’s identity. Prevention of economic crimes in the construction sector comprises different preventive measures. Classification of these measures is considered obligatory for its systematization, clear identification of preventive activities level and directions, competence of relevant subjects, origin of the measures etc. measures are commonly classified by: level, scope, content, subjects, objects etc. Crime prevention levels are defined as social, specialized and individual; in scope – territorial, object-based and collective; in content – social-economic, social-demographic, technical, ecological, legal etc; by subjects – measures implemented by all the state bodies, organizations, private security services, individuals; by objects – according to the category of relevant crime. It is identified that the key elements of the organization model are: aim of prevention, object of preventive activity, subject of preventive activity, preventive measures. Each element is examined with due attention to its structure and peculiarities.Downloads
