The Problems of Legalization in Ukraine the Occupation of Private Detective and Launching the Special Training of its Subjects

Abstract
Historical and practical aspects of the launch of private detective investigation activity in the global law enforcement practice have been researched and the article has given arguments for the necessity of its legalization in Ukraine and creation the system of training private investigators in the higher educational establishments of studying with specific conditions, including the National Academy of Internal Affairs. The article points out that today both private individuals and public authorities or institutions actively use the services which are provided by private detective bureaus or agencies. A private detective activity is quite useful and profitable for the governments, because its subjects can be involved in the police activity, it does not need money from the state budget, but rather obligatory tax payments, which received from the revenues and fees from providing services by the private detective, fills the state budget. The activity of private detectives is considered as an auxiliary and even an integral component in the activity of police operational subdivisions in many foreign countries. That is why the curriculum of the special training of future private detectives should include in-depth study of respective legal disciplines and courses, primarily on constitutional law, criminal and administrative law and procedure, criminal procedure and criminology, special appliances, operational activities, tactical and special, medical, fire and special physical training. According to the international experience which was analyzed by authors the training of private detectives in the Commonwealth of Independent States and many countries of near and far abroad is carried out in the police educational establishments. The mentioned above clearly demonstrates the advisability of training private detectives in the system of the higher educational establishments of studying with specific conditions of Ministry of Internal Affairs. The National Academy of Internal Affairs has always been the flagship in the educational system of Ministry of Internal Affairs, because the academy has a sufficient scientific and educational potential, educational facilities, modern teaching methods, including special courses as well as has a perfect long training experience (retraining and advanced training) of personnel for the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine, law enforcement agencies of foreign countries, State Penitentiary Service of Ukraine as well as for peacekeeping police missions of the UN and other state bodies.Downloads
