Persons who Commit Crimes in the Budget Sphere

Abstract

The author characterises persons, who commit crimes in the budget sphere through criminological, forensicand operational-investigative features in this article. It is indicated that theanalysis of theoretical positions and empirical materials, the study of basic elements of characteristics of persons who commit crimes in the public sector, has determined that socio-demographic structure of the proportion of females is more than one-third, but it is significantly differentiated depending on the types of crime. The conclusion is made, that the most dangerous period of practical work, during which these persons may commit illegal (criminal) action, is one-three years and five-ten years of service. The motives of criminal behaviour have selfish nature in their different versions and largely determine the social status of the person who initiallyhas keen sense of independence from the legal system, legal nihilism, whofocuses on meeting their own needs by any means, hasclear awareness of the wrongfulness of theiractions. The author has proved that the formation and expression of personal characteristics of individuals who commit crimes in the budget sphere, have a significant effect: primary willingness of employees to use their work for personal selfish interests; the presence of people with high material prosperity achieved by criminal activities in their surroundings; some reduction of earlier achieved level of material security of the person and his/her desire to raise it by committing crimes; focus on high standards of living achieved by colleagues; having expensive habits and interests.
