Preventing Human Trafficking by Operational Departments of the National Police of Ukraine

Abstract

The author has discovered features of activities of operational departmentsof the National Police of Ukraine related to prevention of humantrafficking and has also provided suggestions for their improvement in his article. The strategy of combating human trafficking is revealed: а) raising thelevel of awareness of thepublic, women at risk; b) the improvement of the legislation and law enforcement actions; c) aid to victims and potential victims. Preventive activities of the emergency unit of the Operational Departments of the National Police of Ukraine in preventing human trafficking is carried out in three main areas: а) activities aimed at preventing the commission of causal facts of human trafficking; b) activities directed to prevent the commission of trafficking by others, similar to the one investigated; c) prevention of «probable» evidence of trafficking, which can be performed under certain conditions (not allidentifiedmembers of a criminal group can start a new criminal activity). It is indicated that the operative-detective prevention of these crimes should be divided into general and individual. To prevent human trafficking by emergency units of the Operational Departments of the National Police of Ukraine is of primary importance to timely identify persons who can be expected to commit crimes related to human trafficking or prepare for their commitment and to conduct preventive work with them.
