Registration Procedures for Road Transport Safety
Abstract
The purpose of the article is to identify and consider registration procedures in the field of road transport safety. In the article, based on the analysis of the norms of the current legislation of Ukraine, the registration procedures in the field of safety of road transport are considered. Author's definition of the concept of registration procedures in the field of safety of road transport is provided. It is noted that they are positive and are an effective means of ensuring road safety. It has been determined that virtually all registration procedures carried out by the Ministry of Internal Affairs and Ukrtransbe and affecting the sphere of operation of motor transport in one way or another are aimed at ensuring safety in this area, and also the doctrinal nature of these procedures corresponds to their practical content, in other words, these are "simple" actions conducted in an administrative manner, the implementation of which is aimed at collecting, processing and submitting information to the relevant registries, books, lists, etc. It was emphasized that registration procedures in the field of safety of road transport are the object of active introduction of information technologies, which is expressed in the creation of electronic databases for the accumulation of information instead of their paper analogues, which, of course, improves the efficiency of registration procedures and gives them a higher degree. efficiency. It is concluded that the registration procedures, the realization of which is the sphere of direct activity of such state departments as service centers of the Ministry of Internal Affairs and Ukrtranssabspekta, in general, are of a positive character and serve as an effective means of ensuring safety in road transport.
