Current State and Prospects of Pre-Medical Training of Police Officers in Ukraine
Abstract
The purpose of the article is to investigate the current state of pre-medical training of police officers in Ukraine and to outline the prospects for its development; to generalize topical problems of proper training and preservation of long-term knowledge and practical skills, to carry out scientific research of conditions for improving the level of skills aimed at rescuing a person in an emergency, in the system of professional training of police officers; generalize proposals for improving home medical training of police officers within the framework of adaptation of state training programs to international standards for home care. Methodology. In accordance with the purpose and specifics of the subject of research used methods of systems analysis, generalization, comparative, functional and other methods of scientific knowledge. The scientific novelty of the publication lies in the systematic analysis of current indicators of the implementation of conditions for the proper implementation of pre-medical training of police officers in Ukraine. The requirements for the introduction of uniform standards during primary vocational training, postgraduate education, training in higher education institutions with specific training conditions and in-service training in this area are systematized. The necessity to improve the mechanism and introduction of measures of the system of continuity of training on home medical care of militiamen is argued. The author’s approach to the creation of basic educational and methodological support of classes on pre-medical training of police officers and the need to comply with the requirements approved by state standards, in accordance with the proper training of instructors who have the right to carry out such training. Proposals have been formulated to supplement the Procedures for providing home medical care to persons in emergencies, approved by the order of the Ministry of Health of Ukraine of June 16, 2014 No. 398. Conclusions. 1. The existing system of pre-medical training of police officers needs to be improved due to the lack of coherence in the mechanism of their continuous training in this area. 2. For the comprehensive formation of police skills necessary for the performance of official duties in home care, it is proposed to: 1) approve a single training program for police officers in Ukraine in accordance with the course «First on the scene», based on the provisions of international protocols; 2) introduce a system of monitoring the availability of certificates of successful medical training for police officers, the format of which is determined by current legislation, and improve the mechanism for retraining police officers, subject to the expiration of these documents; 3) to create educational and training departments of pre-medical training of the centers of primary professional training of policemen according to requirements of the current legislation and to provide involvement in carrying out of employment of experts who have the corresponding certificate; 4) to provide educational and training departments of pre-medical training of police officers with educational and methodical materials that fully comply with the above program; 5) to supplement the Procedures for providing home medical care to persons in emergency situations (order of the Ministry of Health of Ukraine of June 16, 2014 No. 398) on the protocol for providing care in case of sudden (emergency) childbirth.
