Abstract
The necessity of a comprehensive forensic meaningful use of information contained in an integrated retrieval system ATS Ukraine. Outlined ways to increase the efficiency of the investigation of criminal offenses through the integration and optimization of such information. In recent years, with the formation and implementation of law enforcement practice of Integrated Information Retrieval System (IIPS) ATS Ukraine have yet another powerful and reliable source of forensic meaningful information. However, in the formation of databases and the use of this information system under investigation occurs, a number of problems to be solved. This article outlines a range of problems, which is why it is quite important. Purpose create IIPS – combining existing ATS Ukraine information resources into a single information-analytical system using modern information technology, computer and telecommunications equipment to support the operational performance of ATS, significantly strengthening their ability to counter and prevent crime. Creation and operation of IP that are part IIPS ATS is governed by a number of orders, instructions and orders of MIA of Ukraine, the joint order of the Prosecutor General, Ministry of Interior, Security Service, Ministry of income and fees, Department of Defense, the State Judicial Administration of Ukraine «On approval of Instruction on account of criminal and administrative corruption offenses», the order of the Prosecutor General of Ukraine «On the Unified Register of pre-trial investigations», the joint order of the Prosecutor General, Ministry of Internal Affairs of Ukraine «On approval of the interaction Prosecutor General of Ukraine and Ministry of Affairs of Ukraine» to share information from the Unified register of pre-trial investigation and the information systems of the interior. Thus, the possibility of an integrated information retrieval system quite significant. However, in order to increase its effectiveness in the investigation of criminal offenses in the new Code of Ukraine requires further research, the subject of which should be to use automated accounting and information systems; thorough study of the information contained in the information IIPS subsystems to be used in the investigation of criminal offenses. As a result of this study need to solve the following problem: identify predictors of, the main stages of formation and development of information systems in law enforcement; analyze existing information systems ATS Ukraine, determine the accounting system in place information security activities in the investigation of criminal offenses; highlight the legal principles of creation, implementation and operation of modern information systems in the investigation of criminal offenses; review existing classifications and accounting information systems based on different criteria and offer their original classification; identify key areas of improvement techniques of forensic investigation of certain types of criminal offenses, taking into account the potential of modern information systems; examine the organizational and legal problems of information law enforcement, to make proposals for their solution; summarize national and international experience information and analytical support investigation of criminal offenses to prove the possibility of its distribution in Ukraine; submit proposals for improving the efficiency of automated information systems in the investigation of criminal offenses; develop an algorithm using IIPS investigator during the investigation of criminal offenses.Downloads
