Abstract
Article provides analysis of international legal background and foreign experience of police staff misconduct combating including successful practices of foreign states demonstrating high anti-corruption rate with efficient anti-corruption counteractions and monitoring mechanisms. It is identified that key preventive measures in terms of police staff misconduct combating accepted in foreign states are: unified anti-corruption standards for police units and services; clear definition of police staff responsibilities, competences and functions; strengthened criminal responsibility of police staff convicted of corruption and unlawful enrichment; organization of specialized training for students of law enforcement educational establishments and police operative staff on corruption prevention; establishment of national NGO network authorized to monitor the investigation of corruption cases in law enforcement system; establishment of hot line for provision of complaints on police misconduct. It is proved that corruption cases are identified more frequently in units where staff activity is not adequately supervised. Factors stimulating corruption and anti-corruption measures are mostly similar in foreign states. Counteractions chosen to tackle the police staff misconduct depend on the ways and methods of crime committal. It is deemed reasonable to implement successful foreign anti-corruption practices in domestic legislation in order to improve the methodology of corruption combating and prevention in National Police of Ukraine.Downloads
