Analysis of the Modern State of Scientific Researches of the Problems of Operational-Personal Tactics

Abstract

The article is devoted to the analysis of the state of scientific elaboration of the problems of operational and search tactics by generalizing and systematizing the results of monographic works of domestic and foreign scientists, as well as scientific research of the subjects covered in the manuals, methodological recommendations, lectures and scientific articles of various historical periods. With a view to a deeper analysis of the problem, the chronological principle of presentation of the material has been chosen, which will illuminate the weighty ideas and views that have been put in the development of modern operational-search tactics. Therefore, the scientific potential of Ukrainian and foreign scholars on this subject is systematized according to the following content groups, in particular: 1) the scientific works of Austrian, German and French researchers, as well as scholars of the Russian Empire since the middle of the 19th century – the beginning of the twentieth century; 2) scientific studies of the Soviet period from 1917 to 1991; 3) scientific works of Ukrainian scientists, with the selected problems implemented in the period from the proclamation of independence of Ukraine in 1991 and still. Particular attention is paid to the achievements of scientists in the days of the Soviet period, they became the scientific and theoretical basis for further scientific developments of modern domestic researchers of operational-search activity. It was the scientific works of Soviet scientists that contributed to the development of the subject of operational and investigative activity as an independent educational discipline and the opening of scientific schools of the Ministry of Internal Affairs and the KGB. Summarizing the scientific potential of Ukrainian scientists who comprehensively studied the legal and organizational issues of operational-search tactics, it was noted that the founder of the Ukrainian scientific school of operational-search activity made a significant scientific impact on the development of domestic operational and search activities in general and operational-search tactics in particular – known Ukrainian scientist-lawyer, Doctor of Law, Professor, Honored Lawyer of Ukraine – Ivan Petrovich Kozachenko. It is concluded that today there is a sufficient theoretical basis for the development of problems of operational-search tactics. At the same time, the links of organized crime positions are accompanied by a growing level of professionalism, technical equipment, corrupt ties that are closely established in the legislative, executive and judicial bodies, requiring scientists to urgently study and identify new directions for improving operational-search tactics.
