Place and Role of Local Self-Government Bodies in Ensuring the National Security of Ukraine
Abstract
On the basis of the legal analysis of the Law of Ukraine «On National Security of Ukraine» dated June 21, 2018, one can conclude that various subjects belong to the security and defense sector. Among them are citizens and public associations that voluntarily take part in ensuring the national security of Ukraine. However, unfortunately, for some reason, the security and defense sector does not include local self-government bodies and their officials. It is our deep conviction that this is a strategic mistake in this Law of Ukraine that will make it impossible to use all available resources effectively to achieve the national security goal of Ukraine. In fact, the current temporary occupation of part of the territory of Ukraine (the ARC, certain districts of Donetsk and Luhansk oblasts) is the result of systemic miscalculations in ensuring regional national security. Accordingly, the lack of well thought-out, integrated regional national security, which can be adequately secured exclusively with the participation of local self-government bodies and their officials, results in the general extremely low level of national security of the state. This thesis is especially enhanced in the context of modern decentralization of public authority in Ukraine and further expansion of powers of local self-government bodies, strengthening of their material and financial basis, and the formation capable territorial communities. It is in regions of emerging negative factors ensuring the national security of the State, that of a local nature are transformed into global real threats to the national security of the State.
