Public Safety and Order as Object of Ukraine National Police

Abstract
The scientific article is devoted to research of the legal regulation of the National Police in ensuring and maintaining public security and order. The paper notes that given the circumstances, consisting today for research, use common terms provided by law, namely «public security» and «public order» but the equivalent of as legally used terms «public security» and «public order». The analysis of the main provisions of normative document, which regulated the activities of the National Police concluded that public safety and order attached as an important sphere of public life, which requires certain maintenance and support of the National Police. It has been suggested. that the terms «software» and «maintenance» is a term extension steps anyway to preserve, protect and guarantee an adequate level of public safety and order in the state. So use these terms in a related sense is permissible. We consider the term «public place» and states that it is used for the purposes of the Law of Ukraine «On Measures to prevent and reduce tobacco use and its harmful effects on health» directly provided in Art. 1 of the Act. The essence of this definition does not cover all possible options, which is necessary to ensure and maintain public safety and order, hence not responsible for use in the work of the National Police. Also focuses on the fact that public safety and order, can and should make the object of the National Police, and their support and maintenance – one of the tasks of the National Police. The object of the National Police may make other public goods. These problems must be solved by legal means, through certain activities of the National Police on the basis of administrative, demographic, cultural, economic and other factors affecting the level of public safety and order. Most activities to establish and maintain public safety and order require additional research. The Law of Ukraine «On the national police» should be amended definition of «public place».Downloads
