Specific Measures Against transnational Drug Trafficking Committed by Roma

Abstract

This article discusses combating illicit trafficking of narcotic drugs. psychotropic substances and precursors is considered one of the priorities for law enforcement agencies at the present stage of development of the Ukrainian state, we know that continually increasing rates of drug abuse among adolescents, the establishment of specialized organized crime groups that are engaged in drug trafficking, a significant increase in the number of offenses committed under the influence drug intoxication or related to narcotic substances comprise a threat to the safety and health of the entire nation. 

One of the most dangerous of these types of organized crime is illegal circulation of narcotics (drug trafficking), which tends to rise and threatens the national security of not only Ukraine but worldwide because it conveys transnational character, professionalism, high-level technical equipment of criminal groups with their own intelligence and counterintelligence, awareness of forms and methods of used by law enforcement and judicial authorities. The problems arising from the spread of drug trafficking and its complications of medications called opiate addiction groups caused by cocaine abuse of cannabis drugs, drug addiction caused by amphetamines (methamphetamine), endorphine addiction and – caused by hallucinogens (LSD, psilocybin and mescaline). In addition, the drug causes an increase in the number of drug addicts, the expansion of mercenary-violent crime. Combating drug trafficking remains a priority and, in connection with the acquisition of international and transnational nature not inherent for any particular country and covers almost the entire space. A special place in this business is given to Roma, which today committed many of crimes related to drug trafficking. Ukraine has one of the largest and most widespread criminal gangs ethnic Roma. The main activity of Roma criminal gangs therein are illicit drugs. According to experts from the Mol Roma took small link, retailing drugs directly in the street. At least 30 % of the market is controlled by Roma. The only effective way of combating drug crime is the effective implementation of operational activities to operational units, application of specific capabilities and methods of OSA, which allows to obtain information about illegal activities in the sphere of drug trafficking, secretly, to monitor persons of operational interest, identify intent to commit a crime at the initial stage, secretly document the criminal actions. Volunteering has always been and is the most effective way of solving problems, one of which is further involvement of persons in criminal proceedings as witnesses. The article also analyzes the transnational drug trade that is controlled by Roma as one of the most dangerous types of crime, and also shows some areas of combating transnational drug trafficking that takes place in Ukraine.
