International Experience of Anti-Corruption Measures Implementation

Abstract
The article studies the international experience of combating corruption in countries with well organized anti-corruption mechanisms and achieved significant results. The basic models of anti-corruption activities have been analyzed and main factors of corruption minimizing have been determined. Analysis of foreign experience in combating corruption, can be divided in two basic models of anti-corruption activities: vertical combating corruption strategy with fast results (Singapore or Asian model – Singapore, Japan, South Korea, China). The main result of this model is that corruption is incompletely eliminated, and a certain level achieved acceptable for the government and society; horizontal strategy, which is based on anti-corruption incentives, and aimed at gradual, long-term anti-corruption activities (Swedish or Scandinavian model – Sweden, Denmark, Finland, Netherlands). Research of foreign combating corruption strategies (models) allowed to conclude that paying attention only to repressive approach in anti-corruption work (for example, China), empowered by strengthening criminal legal effect, is a one-sided approach. In foreign countries, the main efforts in combating corruption are concentrated on implementation of administrative and institutional measures to prevent corruption. Ukraine is trying to minimize the high level of corruption, applying anti-corruption methods, which are found to be designed with attention to Singapore and Scandinavian models. However, preference is given to methods of vertical strategy for getting quick results in combating corruption – the effect is incomplete elimination of corruption and achieving, at least, a certain measure, which is acceptable for the society. The advantage of the Scandinavian model is in broad public participation and raise of legal consciousness, legal culture of the population, where the great intolerance to the corruption is spread. In our opinion, only this strategy of anti-corruption activities should be used in Ukraine.Downloads
