The Practical Interaction Between the Police and the Community is a Guarantee of the Security of Citizens in Ukraine
Abstract
The article carried out a theoretical and practical analysis of the activities of the National Police of Ukraine on the example of projects of effective police cooperation with the public in video surveillance and a project for the interaction of the district police officer with the united territorial community (OTG) and the orientation of the police officer to her needs. This scientific article deals with theoretical and legal grounds of cooperation of civil society and National police of Ukraine in the context of transitional stage of public transformation. Particular attention is paid to the mechanism of the agreements on coordination between police and municipal bodies and their part in insurance of law and order on the local level. Involvement of civilian control over activity of National police will bring it on the principles of humanism and also demonstrate citizens principal aim of legal reform in Ukraine. In the process of establishing and analyzing the legal basis for interaction between civil society and new Ukrainian police the author has found out that under this legal basis we mean a set of regulations of legislative and by-law levels regulating the relations related to the joint activity of the National Police and institutions of civil society. Special attention is paid to the fact that such work should be based on the principles of the police activities. The main principles is the rule of law, keeping human rights and freedoms, justice, openness and transparency, political neutrality, interaction with the population based on the partnership principles, continuity. The significance of realizing the tasks and functions of the police activities finds its external identification in the relevant forms that are defined by the type of relationship in a particular area of human activity. The author also considered the scope of the interaction of the National Police (namely, police officers) with the community as an important element of citizen participation in the provision of public security in the communities of Ukraine for establishing cooperation between the police and the population, involving citizens in the prevention of offenses, and combating crime.
