Category «National Security» as a Determinant of Operationalization of the Concept of «Public Safety»

Abstract

In the article the scientific study of the category «National Security» as a determinant of operationalization concept of «public safety» is researched. Argued that such concepts as «national security», «national security strategy», «national interests», «enemy», «opponent», «threat», «danger» are in need of substantial upgrades according to the current context of international relations in the security field. The national security is analyzedthrough the prism of its system properties. Even with the advent of other components of national security does not change its nature. However, when we display national security in different spheres of life, the emergence or new social relations, or spheres of activity does not affect the content of the national security only change its form, as national security finds its expression in new areas. It was determined that organic set of elements that make up the national security environment, combined with each other, form the national security system. This is the main deviation security research issues that the study of this phenomenon is not using heuristic potential of national security research approach. The Constitution’s of Ukraine analysis was done by the authorand it was found that national security within Basic Law is interpreted as a function of the state that is the main and decisive line of action. Therefore, given the complexity of the issues relevant in the current situation is problems of developing theoretical and legal foundations of mechanism for implementing security functions of the state, which can be considered as an element of scientific innovation. Determined that the current state of events in the country, trends in the security environment, the ineffectiveness of international security structures, and ineffective system to counter real threats led to the need for a radical review of the nature and value of the system, principles of its formation and development, the formation of the list and highlight priority among main activities. Moreover, the conditions Multiplication private military corporations, illegal military formations create so-called pocket private of this problem and is not only theoretical but above all practical.
