Prevention of Illegal Use of Equipment Used for Production of Drugs, Psychotropic Substances or their Analogues

Abstract
The article examines the accuracy and appropriateness of the use and application of special abilities and skills of specialists and experts who are involved in the course of a criminal investigation on the grounds of a criminal offense for which a liability under Art. 313 of the Criminal Code of Ukraine is provided for, main forms of special knowledge use are determined and the list of types of expertise to be conducted in the investigation of the abovementioned crime is specified. Identification and liquidation of the centers where special equipment is used for production of drugs is one of the major assignments of the state law-enforcement bodies. However, counteraction to this type of crime requires not only competent application of a complex of efforts and means of operative and search activities, professional documenting and fixing of the proofs by an investigator but also taking preventive measures. In our opinion, police officers’ correct understanding of the circumstances which create the terms for commitment of such criminal offence has major importance for prevention from and identification of illegal activities involving the equipment used for production of drugs. Generalization of the investigation practice concerning investigation of criminal offences according to the indication stipulated in the article 313 of the Criminal Code of Ukraine gives the ground to establish basic directions of preventive work in terms of prevention from or decrease of the likelihood of illegal actions involving the equipment used for production of drugs. Proposed directions of prevention from the facts of illegal use of the equipment designed for production of drugs, psychotropic substances or their analogues are not exhaustive. In our opinion, they may serve as the basis for the development of a number of preventive measures within the territory of operative servicing of the bodies of internal affairs in consideration of peculiarities of a specific region.Downloads
