Non-Procedural Forms of Interaction of an Investigator and Operational Units, Other State and Public Institutions in the Process of Investigation of Violent Crimes Committed Against Juveniles
Abstract
The article is devoted to the peculiarities of the interaction of investigators with the employees of the juvenile criminal police operational units and with the other government agencies and public organizations in the process of investigating violent crimes committed against juveniles. In the investigation of violent crimes committed against juveniles, the problems of interaction between investigators and other law enforcement officers are quite versatile and have related legal, organizational, tactical, and psychological issues which are equally relevant to all the interested parts, especially in modern conditions, when one of the prior directions of the state activity is ensuring the protection of children’s rights and interests according to the normative legal acts of Ukraine and international treaties. In order to ensure the effective interaction at all stages of the investigation of violent crimes committed against a juvenile, one needs to know the legal basis and organizational forms that must take into account the existing Criminalistics recommendations which are to respond to the psychological characteristics of situations. So, we talk about an integrated approach to solve this problem in practical, scientific and educational aspects. In our opinion, consideration of the interaction problem in the investigation of violent crimes against juveniles needs to be based on the approach which guides the development of tactical and methodical recommendations as to the interaction of the investigator with the staff of other law enforcement agencies.
Implementation of non-procedural forms of interaction is possible only if personal contacts between the investigator and the staff of operational units, representatives of other state bodies or public organizations are formed. As a rule, it is based on the relationship between the heads of the appropriate level or the additional conditions (for example, joint training in a school or a University, family relationship, etc.).
