Legal access control software information in Ukraine

Abstract
The research of constitutional and legal regulation of access to information is always relevant. This is primarily due to the fact that among the totality of social relationships, and important priority for the recognition of the is international community today informational relationship. As they provide efficiency of state functions, the realization of the human rights and freedoms and citizen integration in political, economic and other spheres of human activity. The national information policy provides for the establishment of legal rules which would ensure legal opportunity to the participants to freely exercise their right to information. The first priority field of information law is the provision of basic international principles of public access to public information: the presumption of openness and free access to information; completeness and accuracy of information; timeliness of information; restrictions on the right of access to information under the Access to legal information; the right to judicial review under the prohibition of public access to public information. The article states that the study on access to information in Ukraine and its constitutional and legal regulations directly related to the observance of constitutional rights and freedoms of man and citizen, as well as the maintenance of national security of Ukraine, which, according to the current legislation of Ukraine, includes itself: the protection of vital interests of man and citizen, society and state, which is provided for sustainable development of society, early detection, prevention and neutralization of real and potential threats to national interests in all areas of public policy. The right for information is a fundamental human right, which consists of a number of legal opportunities, including the right to free familiarization with the information you have created or public authorities and local governments.Downloads
