Current Status and Issues of Corruption Prevention in Ukraine
Abstract
Article provides complex analysis of corruption-related crimes and its prevention methodology. Corruption-related crimes as objects of criminological specification are examined with due attention to its relevant characteristics. MIA of Ukraine and NPU functions and authorities as key specialized subjects of implementing the corruption prevention mechanism are defined. Theoretical conclusions and practical recommendations are justified in terms of relevant legal framework improvement.
Efficient corruption combating requires adequate scientific concept of its prevention. One of the concept’s key elements may be defined as perception of it as socially conditioned phenomenon. Taking the abovementioned into consideration, we must develop the combating strategy and tactics, set relevant aims and define the accomplishment methodology along with level of technical, financial, organizational and legal support.
Corruption-related crime prevention can be identified as complex scientifically grounded process of state’s and other authorized subjects’ influence over formation of corruption negative factors and relevant social distortion. One of the key prevention areas focuses directly on elimination and neutralization of corruption-related crime stimuli combined with other criminogenic factors affecting the criminals’ identities. Methodology prioritizes prevention of this social phenomenon along with other tools.
Efficient anti-corruption state policy requires establishment of complex system aimed at corruption prevention, combating, detection and remedial actions aimed at specified social preconditions and consequences with criminals held liable for revealed illegal activity. Successful implementation of anti-corruption strategy is possible only upon condition of adequate legislation drafting and application by state bodies in coordinated and transparent manner (due informing of civil society actors with active involvement in the abovementioned processes).
