Concept and Content of Prevention of Crimes by Operational Subdivisions in the International Student’s Exchange Sphere
Abstract
Scientific approaches to understanding the concept of
prevention of crimes by operational subdivisions are analysed. The
range of crimes committed in the international student’s exchange
sphere is determined. The concept is formulated and the content of
prevention of crimes by operational subdivisions in the international
student’s exchange sphere is examined.
Prevention of crimes in the international student’s exchange sphere
is defined as an activity obstructing the formation of a plan of
commission of such crimes and (or) does not allow its implementation,
even in the form of preparation or attempt to commit these crimes.
The content of the prevention of crimes by the operational
subdivisions in the international student’s exchange includes the
following actions: a) the periodic physical presence of operational
staff at events (formal and informal meetings of foreign students,
meetings of senior staff of higher educational institutions where they
study, events with participation of organizers of training of Ukrainian
citizens abroad, etc.) and visits to places (border crossing points,
places of compact residence of foreign students, legal and actual
addresses of the organizations that organize training of Ukrainians
abroad), where there are potential subjects of crimes in the
international student’s exchange sphere; b) informing public officials
of the State Border Guard Service, the State Migration Service, the
National Police, and higher educational institutions about the
possible consequences of abuse of power or authority to foreign
students and entrants; c) informing foreign students and entrants
about the consequences of violation of the provision of the Criminal
Code of Ukraine; d) informing the public about the schemes of
international student’s exchange using for committing fraud, human
trafficking, transportation and distribution of drugs; e) informing all
these categories about the convictions of a court in criminal
proceedings concerning the crimes committed in the international
student’s exchange sphere.
