Actual Problems of Providing Medical Assistance to National Police Officers

Abstract

The article is devoted to the review of normative acts regulating the provision of medical assistance by the National Police to the victim. The urgency and timeliness of this problem is determined by the process of reforming the Ministry of Internal Affairs of Ukraine and the creation of the National Police. The purpose of this work was to highlight contradictions in the current practice of providing medical assistance, when in many cases civil medical protocols are mixed up or replaced with the course of the rescuer, as well as providing their own vision of possible ways to solve this problem. The state of development of the system of self-help and mutual assistance training for the personnel of the military formations and law-enforcement bodies was summarized and analyzed according to   the international unified clinical protocols of medical care TCCC (Tactical Combat Casualty Care), TEСC (Tactical Emergency casualty care), BLS (Basic Life Support, ITLS (International Trauma Life Support), PhTLS (Prehospital Trauma Life Support) and the National Protocol «Tactical Emergency Medical Aid» (TEMD), Order of the Ministry of Health of Ukraine No. 346 of March 29, 2017 «On the Improvement of Training with the giving of a dime term care of people with no medical training», the Ministry of Health of Ukraine on June 16, 2014, No. 398 «On approval of first aid to people in emergency conditions». The necessity of creating and applying a single standard for provision of medical assistance in our country and a unified system that could coordinate the activities of the police, medical institutions and other emergency services is substantiated. The authors concluded that the development of a unified new concept for the premeditated training of national police officers based on evidence-based medicine is now urgently needed, with the introduction of recognized international standards and taking into account national peculiarities. This modern, approved by legislative acts concept will provide an opportunity to develop a new innovative model for training National Police staff of Ukraine based on lessons with experienced teachers.
