Authority of the Chairman of the Territorial Body of National Policy for Security of Public Security and Order
Abstract
The basic concepts connected with maintenance and maintenance of public safety and order are investigated. The normative-legal acts regulating activity, concerning maintenance and maintenance of public safety and order are analyzed. The analysis of scientific researches of leading and foreign scientists, dealing with the issues of ensuring public safety and order, was carried out. The author interprets the interpretation of various authors, who publicly understand the system of social relations regulated by legal and other social norms, which protects the rights and freedoms of citizens, their life and health, respect for honor and human dignity, and adhere to the norms of social morality. Public order provides: comprehensive legal and social security of public rest, normal conditions for work, rest and everyday life of people, in particular the settlement of these relations by guarded legal norms, first of all, the norms of administrative and criminal law; ensuring the protection of public order by effective law enforcement and public formations; the presence of legal, as well as moral responsibility for violations of public order. The work defined the powers of the head of the territorial office of the National Police in the field of public security and order. The head of the territorial office of the National Police should be understood as the official appointed by the head of the territorial office of the National Police, who, in accordance with his authority, must ensure the proper functioning of the territorial authority entrusted to him. The head of a territorial police body is the person who heads the territorial police body and is empowered to make decisions on the disposal of material, financial, labor resources allocated to him. On the basis of the research carried out, one can conclude that public security and order are enshrined as an important sphere of public life, which needs some support and support from the National Police. The National Police is a central executive body that implements public policy in the field of maintaining public security and order. The head of the territorial police body is an important active figure in the activities of the National Police in ensuring public security and order. The peculiarity of his legal status is that the head of the territorial police body is considered to be the main representative of the National Police in the respective territory or line of service.
