Principles and Stages of Financing and Logistics the National Police of Ukraine
Abstract
This article defines the concept of the principles of public administration of the units of the National Police of Ukraine in the field of their material and technical and financial support. The classification of the principles of financial and logistical support of the activities of the National Police of Ukraine is carried out.
So units of the National Police of Ukraine are subjects of financial legal relations, therefore their financial and economic activity concerning financing and material and technical support is carried out in accordance with the basic principles of financial activity of the state. Therefore, the principles of financing and logistical support of the units of the National Police of Ukraine should be considered through the prism of the principles inherent in the mechanism of public administration of the National Police of Ukraine and the financial activities of the state.
The stage of financing and logistics of the National Police of Ukraine is considered. In particular, the stages of financing of the National Police of Ukraine include: the formation and use of budget funds at different levels; creation and use of funds for compulsory personal insurance of police officers; creation and use of funds for compulsory personal insurance of police officers; creation and use of funds from various state extra-budgetary funds (pension, social insurance, etc.); obtaining and using bank loans and compensatory payments for the construction of individual housing and housing construction cooperatives, state aids, other social compensatory payments; credit relations; calculation of the need for loans and funds, their demanding, receiving and distributing, spending, accounting, reporting and control; attraction and use of funds received by the units of the National Police of Ukraine in the subjects of the state from financial and economic activity.
Considering the structure and size of the monetary support for police officers, it is noted that, compared to the level of remuneration of former employees of the bodies of internal affairs, and in particular, the police, there was not only a significant increase in the size of the salaries of the police, but also substantially changed the structure of the money supply and the procedure for the payment of surcharges and prizes.
It is noted that financing of the activities of police bodies is carried out from the following sources: funds from the state and local budgets, as well as funds received for the provision of paid administrative services in the amount determined by the legislation of Ukraine, grants; other sources not prohibited by law.
It is noted that despite the exceptional necessity of increasing the efficiency of the activities of the National Police of Ukraine, the state of its logistical support is insufficient, the consequences of which are a threat to the national security of the state. The main reasons for the low level of logistics of the National Police of Ukraine are the chaotic and unpredictable development of the economic and political situation in our country. The current state of the Ukrainian economy makes significant adjustments to the system of resource provision of the National Police of Ukraine, which requires them to be taken into account in order to be able to effectively carry out the tasks entrusted to them.
At the end of the article, it is concluded that the success of management in the field of financing and logistics of the National Police of Ukraine depends on the application of the whole system of principles. All principles of public administration are interconnected and any violation of at least one of them will lead to a violation of another. Public administration of the logistics process of the National Police of Ukraine should consist in ensuring its state, which would be characterized by a balance, resistance to the negative factors (threats) of national security, and the ability to ensure the effective functioning and development of the National Police of Ukraine.
