Introduction of the Newest Identity Documents into Circulation as a State Solution for Ensuring National Security in Ukraine
Abstract
Today in our country there is a complex criminal situation that shows that the more serious crimes, namely participation in terrorist and reconnaissance and sabotage activities, illegal crossing of the State border of Ukraine, organization of illegal migration and human trafficking, are committed using forged documents which identifyies the person. These illegal actions directly threaten the national security of Ukraine. The author of the article sets the goal to define a set of state measures in the sphere of ensuring national security of Ukraine, which are carried out with the purpose to creating condite in which it is impossible to use personal data and identity documents for the commission of crimes. The goal is also to analyze the importance of introducing new documents into circulation for successful implementation of the basic state functions. Theoretical basis of the research are scientific publications of domestic and foreign experts on forensic research of documents, namely: T. Zakharova, A. Kobylyansky, V. Malinovskaya, L. Patyk, L. Talianchuk, V. Tikhonova, A. Sushko, I. Sushko, J. Yanushevich and others. The scientific novelty of the research is to identify comprehensive and targeted government measures aimed at issuing identity documents that meet international safety standards, improving their protection system, ensuring their production using modern technologies, the possibility of providing accurate identification, protecting personal data. The conducted research allows to draw a conclusion that the introduction in Ukraine of modern secure documents manufactured using technologies that provide reliable identification of the individual is of great importance for ensuring national security and public order, and will also contribute to a significant increase in the protection of society from manifestations of crime.
