Abstract
The article offers the author’s vision of the objectives of the National police, considered problem and identifies the responsibilities inherent in the National police as a whole and in the sphere of ensuring public security and order in particular. Made proposals on amending the Law of Ukraine «On the National police». The article stresses that the national police is a Central Executive authority that implements state policy in the sphere of maintaining public security and order. investigates the concept and significance of such basic concepts as «goal», «objective» and «function» is inherent in the activities of the National police is determined by their interaction between themselves. Consider the tasks and defined the functions inherent in the National police as a whole and in the sphere of ensuring public security and order in particular. The proposals made regarding amendments to the Law of Ukraine «On the National police». Focuses on the imperfection of the existing normative-legal acts in the sphere of maintaining public security and order, namely the Law of Ukraine «On the National police» and other national legal acts do not reveal the purpose of the activities of the National police and do not call functions that are inherent to its activities as a whole and to ensure public safety and order in particular. The necessity of determining the legal requirement of General purpose and functions of the National police. The author’s vision of the objectives of the National police, according to which the overall goal of the activities of the National police is defined as promoting welfare in society through the fulfillment of its tasks. In connection with the proposed new wording of article 1 of the Law of Ukraine «On the National police»: «the national police of Ukraine (the police) is the Central body of Executive power, the purpose of which is to promote welfare in society through the implementation of the set tasks». The article defines such basic police functions: administrative, preventive (preventive), social, investigative, criminal procedure, control, Executive, security. Proposed to consolidate these functions in the Law of Ukraine «On the National police». The conclusion is that ensuring public safety and order is the intermediate target of the activities of the National police was already a task for this activity and to properly ensure public safety and order is the need for direct or indirect qualitative performance of all these functions.Downloads
