Performance Features of the System of Providing Administrative Services in Foreign Countries
Abstract
The article examines the foreign experience of providing administrative services with the possibility of further introducing the most appropriate ideas, analyzing both the positive and the negative aspects. In particular, the experience of Germany, the Netherlands, Poland, Brazil and Canada in the field of organizing the system of providing administrative services by public authorities was considered. It has been established that public services for the provision of administrative services by public authorities are carried out by special agencies – «service supermarkets» (Germany, the Netherlands, Poland, Canada), service centers (Brazil). Formulated proposals that can be used as recommendations for the development of the national system of administrative services. However, it was found that there is almost complete absence of the results of analytical assessments of the experience of influencing processes and results of the interaction of the components of an atypical managerial relationship between the subjects of the process of providing administrative services to the subject of treatment – the subject of provision, which requires additional research. The following challenges faced by the Ukrainian authorities regarding the quality of administrative services are outlined: reconsideration of the functions of civil servants and employees of the self-government bodies, proceeding from the requirements, needs and aspirations of an updated, democratized and liberalized society; the need for the formation of a staffing of competent management staff with a post-industrial vision and value system; significant increase of the ethical and intellectual potential of all staffing. It is concluded that it is necessary to adopt the Administrative-Procedural Code of Ukraine with the appropriate system of organization that will be effective, expedient and effective, and with the simultaneous improvement of qualifications of civil servants who need to increase their professionalism, undergo compulsory education.
