TRANSFORMATION PROCESSES AND IMPLEMENTATION OF THE ILP PHILOSOPHY IN THE GREAT BRITAIN
Abstract
У статті акцентовано увагу на сучасних питаннях реформування правоохоронної
діяльності на основі упровадження нової моделі Intelligence-led Policing (ILP) – полі-
цейська діяльність, керована аналітичною розвідкою. Описано процеси становлення
ILP у Великій Британії, які супроводжувалися розробленням і законодавчим закріплен-
ням Національної розвідувальної моделі (National Intelligence Model – NIM). Зазначе-
но, що NIM є прямим еволюційним продуктом і концептуальним відображенням ILP.
Водночас зародком ILP була Кентська поліцейська модель (KPM), яку запроваджено у
1993 році як відхід від традиційних методів поліцейської діяльності. Однак Кентська
модель не включала стратегічного елементу та майже повністю зосереджувалася на
чотирьох видах злочинів: пограбування, автозлочинність, крадіжки зі зломом і нарко-
тики.
