INFORMATION ACCESSIBILITY OF PUBLIC SERVICES FOR PEOPLE WITH REDUCED MOBILITY: LEGAL ANALYSIS OF THE PROBLEMS AND DEVELOPMENT OF EVALUATION CRITERIA
Abstract
У статті досліджено правові проблеми забезпечення інформаційної доступності
публічних послуг для маломобільних груп населення в Україні. Проаналізовано чинне за-
конодавство та практику його застосування, виявлено відсутність чіткого визначен-
ня поняття «інформаційна доступність» та фрагментарність нормативно-правової
бази. Запропоновано авторське визначення поняття «інформаційна доступність пу-
блічних послуг» та класифікацію носіїв інформації. Розроблено критерії оцінювання
рівня інформаційної доступності для різних об’єктів, де надаються публічні послуги.
Результати дослідження сприятимуть удосконаленню нормативно-правового регу-
лювання та підвищенню рівня доступності публічних послуг для маломобільних груп
населення.
