REGULATORY AND LEGAL BASIS FOR ENSURING THE PERSONAL SAFETY OF EMPLOYEES OF THE NATIONAL POLICE OF UKRAINE
Abstract
Abstract. In today's conditions, despite the complex geopolitical situation, Ukraine's law enforcement system is one of the main institutions ensuring the protection of human rights and freedoms, combating crime, and maintaining public safety and order. As part of the security and defence sector, law enforcement agencies respond effectively to new challenges associated with changes in the political, social and economic conditions of life and activity of the population, ensuring the full functioning of the state. However, the proper performance of police functions, in accordance with international standards, is closely intertwined with new cases of injuries, various types of trauma, and the death of law enforcement personnel. The armament and aggressiveness of criminal elements, the illegal distribution of unregistered firearms and explosive devices, the psychological overload of the civilian population, active counteraction to sabotage and reconnaissance groups of the aggressor country, and the performance of police functions in de-occupied and adjacent territories significantly affect the personal safety of employees of the National Police of Ukraine. It has been established that this negative trend is closely linked to the imperfection and inadequacy of the regulatory and legal framework underlying police activities in relation to modern realities. The resulting limitations lead to extreme situations involving law enforcement officers. It has been established that the relevance of researching the regulatory and legal framework for ensuring the personal safety of employees of the National Police of Ukraine is due to the need to modernise the legislative basis and implement the inalienable right to life and health of law enforcement officers, while maintaining a balance of state interests, which is a necessary component of the full functioning of civil society.
