WAYS OF COMMITTING CRIMINAL OFFENSES IN THE FIELD OF OFFICIAL ACTIVITIES BY EMPLOYEES OF THE NATIONAL POLICE OF UKRAINE
Abstract
Abstract. The article examines the ways in which criminal offenses are committed in the field of official activity by employees of the National Police of Ukraine. Based on the analysis of the provisions of criminal and criminal procedural legislation, scientific sources, as well as materials of criminal proceedings, the most common models of official crime are established and their structural elements are determined. Special attention is paid to the peculiarities of the implementation of criminal intentions, due to the specific official status of police officers, access to operational information and material and technical resources. The main methods of illegal behavior are highlighted: abuse of power or official position, obtaining illegal benefits, falsification of documents, abuse of authority with the use of violence, illegal appropriation of property, unauthorized use of special means and official information. Common tactics of concealing official criminal offenses are described, in particular, masking or destroying information, creating a false alibi, influencing witnesses, and staging circumstances that hinder the investigation. It is shown that the combination of several methods within one criminal episode significantly complicates their detection and requires comprehensive operational and investigative support. The conclusion is made about the high level of adaptability of offenders to the conditions of official activity, the existence of internal mechanisms for concealing crimes and the need to improve anti-corruption and preventive measures in the National Police, especially in conditions of armed conflict and martial law.
