Functions of Information and Legal Support for the Professional Training of the Personnel of the State Criminal-Executive Service of Ukraine under Conditions of Digital Transformation

Abstract

Abstract. The article is devoted to a comprehensive study of the information and legal support of the professional training of the personnel of the State Criminal-Executive Service of Ukraine (SCES) in the context of intensive digitalisation of public administration and the modernisation of mechanisms for the execution of criminal sentences. It elucidates the substance of the principal functions of information and legal support, including regulatory, informational and coordinating, control and analytical, educational and cognitive, and ethical and value-oriented functions, and characterises their role in shaping the professional competences of personnel. Particular attention is paid to analysing the impact of information technologies on improving the quality of the educational process, optimising knowledge management, and ensuring access to up-to-date legal information. The study emphasises the necessity of consolidating information flows within the penitentiary system, integrating electronic resources, automating routine procedures, and introducing digital tools into the system of personnel training and professional development. It is argued that the formation of a digital information-legal infrastructure is a key prerequisite for enhancing the effectiveness of the professional activity of SCES personnel, ensuring transparency and accountability, and promoting adherence to the principles of legality, humanism, and human rights. Based on the generalisation of contemporary normative legal acts, scientific approaches, and practical examples, the article identifies promising directions for the development of information and legal support, including the expansion of e-learning opportunities, the digital unification of reference and methodological resources, and the strengthening of cybersecurity and personal data protection. It concludes that the modernisation of information and legal support should become a fundamental component of reforming the system of professional training of SCES personnel and an essential factor in aligning the penitentiary system with European standards.
