Abstract

The purpose of the research is to identify the peculiarities of the visual surveillance of a person, a thing or a place’s usage in the counteraction to the trafficking in human beings. Methodology. The methodological toolkit is chosen taking into account the purpose, the specifics of the object and the subject of the study. Its basis is general dialectical method of scientific cognition of real phenomena and also their connections with practical activity of the operative-search units and bodies of pre-trial investigation. Special methods of research, used in the article, are the methods of systematic analysis, comparative-legal and modeling ones. With the aim of evaluation of the research’s results the questionnaires of 200 operative workers. The theoretical basis of the study is performed by the latest studies of native and foreign scientists who work in this specific field. Scientific novelty. The features which create the legal content of the visual surveillance of a person, a thing or a place are identified in the article. The main determinants of the human beings’ trafficking which can be identified and recorded at the time of conducting visual surveillance as well as the specifics of this tool’s usage in counteraction to the trafficking in human beings are defined. The peculiarities of the behavior of persons involved into the human beings’ trafficking as objects of visual surveillance are determined. Conclusions. It is stated that the peculiarities of the visual surveillance’s usage and its combination with other operative-search or covert investigative (search) actions in the framework of counteracting the trafficking in human beings depend on the specific operative-tactical (search) situation. It can be used as to record the signs of the human beings’ trafficking (for further usage as a proof) so to obtain information which has operative (forensic) significance and is used to make certain organizational and tactical decisions. The main tasks that can be performed with the help of visual surveillance within the framework of counteracting the human beings’ trafficking are identified.
