Prevention of Corruption in the Public Sector

Abstract

At the present stage of state integration of Ukraine into the European Union recognizes the indispensable further democratization of our country, civil society. Therefore, radical social and economic changes that have occurred over the past decade, caused both positive and negative changes in the Ukrainian society. This primarily concerns the relationship to ensure personal security, the protection of life, health and property. Providing combating corruption requires a comprehensive study of organizational and legal problems of international cooperation in this area and develop based on specific recommendations and suggestions for improving national and international anti-corruption laws and practices of the relevant law enforcement authorities. Improving international cooperation in combating corruption requires that such cooperation has been recognized as one of the priorities of the foreign policy of our country and regularly inform the international community about Ukraine’s desire to be a partner of this interaction and active direct participation in the events specified by the relevant agreements. The relevance for preventing and combating corruption in the public sector increases day by day. More and more picking up the process of filling the «legal vacuum» in this area, the beginning of which, of course, was the adoption of the Law of Ukraine «On Principles of Prevention and Combating Corruption in Ukraine». During this time changed not only the criminal law or the rules of administrative influence on violators corrupt, conceptually reviewed the methods by which the state plans to minimize the manifestations of this shameful phenomenon pereoriyentuvavshys purely punitive in warning. One of these tools  the basis for a new system to prevent corruption should be authorized  unit (s) on the prevention and detection of corruption. So, try to review a number of issues which, in our opinion, is the key and there are or may arise in the near future due to the need for activities authorized by departments and individuals. Also, this article provides an overview and analysis of problems affecting rule of law in Ukraine as a European state. Problems and prospects of overcoming corruption in local government in the budget.
