Prevention by operational units of creation and maintenance of places of debauchery

Abstract
Today reconsider many values; however, the issue of morals protection remains relevant. Shameful acts in the provision of sexual services have long historical roots, but despite this and continue now to carry out a devastating impact on morale in the society. Unfortunately in Ukraine crimes against morals are being commited now. We register every year hundreds of facts for creation or maintenance of places of debauchery and pimping. Similar crimes have high latency. People who know about this illegal activity, not always report it to law enforcement agencies, which complicates their work. The content of this publication reflects the complex issues related to prevention establishment or maintenance of brothels by operational units in Ukraine. Author examines the legal aspects of dealing with the creation or maintenance of places of debauchery and prevention by law enforcement authorities, as well as studies the features of the work. In addition he, provides recommendations for operational units to prevent similar crimes. Author draws attention to the fact that the primary responsibility of the operational units of the Interior should be the preventive measures to debarment of the crime committal including the establishment or maintenance of places of debauchery, from the performance of which depends the protection of public morality in the country, what is the key to its normal existence and development. Prevention of the creation or the maintenance of places of debauchery begins with identifying its causes and conditions that require continuous multi-information and analytical work. General preventive measures should be carried out by the operational units of the Department of interior in cooperation with other state bodies and non-governmental organizations, and individual prevention is aimed at implementation of preventive impact on specific individuals for their rejection of the intent to commit a crime. With the exhaustion of such opportunities, the decision on carrying application of measures to prevent the commission of a specific planned creation or maintenance of places of debauchery that involves the active use of the covert capabilities of operational units is taken. The recommendations will contribute to the law enforcement officers to carry out work on the prevention of the creation or the maintenance of places of debauchery.Downloads
