Information and Responsible Security Installation of Location of Persons Submitted to the Destination
Abstract
This article develops theoretical regulations and practical
recommendations for the organization of informational support of lawenforcement
agencies for seeking the location of wanted persons,
basing on the analysis of criminal offenses investigation practice.
The content of separate information records which contain data
about wanted persons is provided. The algorithm of data us age
during the work of investigation department and operational units
specializing in the search for the suspects (defendants), who hide
from the court and pre-trial investigation bodies, is specified.
The content of the activity of separate law enforcement bodies
(NPU (National Police of Ukraine) and SBGS of Ukraine (State
Border Guard Service of Ukraine) is analyzed regarding the
exchange of information about the wanted persons. The factors that
in fluency the efficiency of the investigation process are specified.
The list of enactments and the content of activities aimed at see
king the location of inter-state and international wanted persons is
provided. The peculiarities of the informational support of the
investigation process in such cases are determined. The content of
the activities of Interpol and Europol Department of the National
Police of Ukraine is provided, which ensures representation of
Ukraine in The International Criminal Police Organization – Interpol
and the European Police Office (Europol), as well as the powers of
the National Police of Ukraine as the National Central Bureau of
Interpol and the National Contact Point of Europol in Ukraine.
The article emphasizes the need for merging of information
resources of separate law enforcement bodies, which will allow to
carry out investigation of persons who hide from pre-trial
investigation bodies and court more effectively, and will create
conditions for proper organization of interactions of separate units of
law enforcement bodies and exchange of information between
investigators and operational units.
