Operative-Investigation Characteristic of Mass Riots
Abstract
For effective counteraction and prevention of such socially dangerous act as mass riots, use of achievements of the theory of operative-investigation activity of knowledge and skills is expedient. In view of a difficult social-economic and political situation in the state, the consequences of this crime lead to destabilization of the general situation, cause a high public response and can have negative impact on the rights, freedoms and interests protected by law. Despite it, there is a need for using the means and methods which directly consist in search and detection of the main signs of a criminal offense at the initial stages of the commission of crime. For this reason it is worth paying attention to a research of a concept and structure of the operative-investigation characteristic of mass riots. Use of the operative-investigation characteristic promotes a right choice of tactics of conducting investigation and search measures which will promote as a result fast achievement of the purpose of criminal procedure. Following analysis of scientific works it has been proposed to understand operative and search characteristics of crimes as a system of information on its operative significant features which in case of their analysis allow to draft an effective system of measures which shall be taken by operative units to prevent, detect and investigate certain crimes in particular conditions by using available forces and means.
