Professional Criminality in Ukraine in the Needs of the Neighborhood

Abstract

Changes in social and political life, related to the development of independent Ukraine, have triggered the processes of legalization of criminal activity, the changing of criminal ideology and the redistribution of spheres of influence. Professional criminality once again demonstrated its ability to adapt to socio-political and socio-economic changes that have taken shape at one or another period of the historical development of the state and society. Today there is a tendency to abandon old norms. Along with the development of entrepreneurship, new types of professional criminal activity appear in the country, and professional crime itself receives organized forms that help to rapidly build up capital and legalize it. Professional criminals take an active part not only in the formation of financial and economic conditions for seizing political initiative, but also in creating propaganda institutions that would help in the long term to come to power. In the early 2000s, criminal activity zones were divided between different clans, vertical criminal structures were formed, which provided the political «roof» for criminals. However, the hybrid war led to the cancellation of many of the conventions of the pre-war criminal world. At the same time, there has been an increase in crime, as the effectiveness of law enforcement agenciesʼ activities in preventing and disclosing them has decreased. A feature of the activities of professional criminals in Ukraine was its politicization, integration with terrorist activities, orientation to achieve economic goals by establishing territorial control. In fact, today there are processes of reformatting the criminal world of Ukraine, as a result of which new players appear, which will require redistribution of spheres of influence using all means possible in a country with a local armed conflict. Professional criminality, including in its organized forms, continues to be a serious state problem. The situation can be changed through comprehensive measures that should provide for at least tighter control over the turnover of weapons, social rehabilitation of veterans of the ATU and the welfare of the population.
