TOPICAL ISSUES OF LEGAL SUPPORT FOR THE INTERACTION OF BODIES AND UNITS OF THE MIA SYSTEM IN RESPONDING TO EMERGENCIES AT THE STATE AND LOCAL LEVELS UNDER MARTIAL LAW
Abstract
У статті проаналізовано проблемні питання правового забезпечення взаємодії
органів і підрозділів системи МВС при реагуванні на надзвичайні ситуації в умовах во-
єнного стану та шляхи їх вирішення. Надано інформацію щодо кількості потенційно
небезпечних об’єктів в Україні, що потребують особливої уваги в умовах сьогодення.
На підставі аналізу законодавства України запропоновано вироблення на державному
рівні об’єднаного єдиного інформаційно-аналітичного комплексу (системи) моніто-
рингу, прогнозування надзвичайних ситуацій різної ґенези та їх наслідків, визначення
показників ризику та здійснення районування території України щодо ризику виник-
нення надзвичайних ситуацій та його реалізацію шляхом співпраці центральних і міс-
цевих органів виконавчої влади, органів місцевого самоврядування, зокрема столиці,
підприємств, установ, організацій різних форм власності.
Ключові слова: правове забезпечення взаємодії, взаємодія органів і підрозділів сис-
теми МВС, реагування на надзвичайні ситуації в умовах воєнного стану, взаємодія у
сфері цивільного захисту, співпраця на державному та місцевому рівнях.
