PREVENTION AND ELIMINATION OF NATURAL DISASTERS AS A FUNCTION OF THE STATE: LEGAL ASPECT
Abstract
У статті висвітлено функції держави, спрямовані на забезпечення безпеки,
захисту прав і свобод громадян, соціального захисту населення, охорони навколишнього
природного середовища. Розглянуто роль і місце держави у загальному керівництві
та організації попередження і ліквідації наслідків надзвичайних ситуацій природного
характеру. Установлено, що від рівня виконання державою своїх функції у сфері
цивільного захисту залежить ступінь захисту та добробут громадян, мінімізація
втрат і негативних наслідків надзвичайних ситуацій природного характеру та
побудова безпекового середовища.
