FEATURES OF STATE POLICY IN THE FIELD OF INTERNAL AFFAIRS

Abstract

Abstract. The article provides a thorough comprehensive study of the theoretical and legal foundations, institutional structure and applied aspects of the implementation of state policy in the field of internal affairs of Ukraine. Particular attention is paid to the transformation of the content and functional content of this policy in the context of socio-political changes, armed aggression against Ukraine, globalization and the growing importance of human rights as a basic value of a democratic legal state. The need to update the conceptual approach to the formation and implementation of state policy in the field of internal affairs is highlighted, taking into account modern challenges, in particular the need to adapt to European Union standards, ensure the effective functioning of institutions focused on human rights activities, and strengthen the role of civil society in the processes of control and participation in the development of security solutions. The study analyzes the conceptual and categorical apparatus related to the security function of the state, law enforcement activities, its tasks, forms, methods and subject composition. The main doctrinal approaches to understanding the essence and content of state policy in the field of internal affairs are summarized, and the structure of the law enforcement system as a key instrument for implementing this policy is revealed. Particular attention is paid to the institutional evolution of internal affairs bodies, the transformation of their role in martial law, law enforcement sector reforms, the fight against organized crime and corruption, and the development of cooperation with public institutions. The legal principles on which Ukraine's internal policy is based are considered, in particular the provisions of the Constitution of Ukraine, the Law of Ukraine "On the Principles of Internal and Foreign Policy", the Law of Ukraine "On National Security of Ukraine", the National Security Strategy and other regulatory legal acts. The expediency of forming a policy in this area on the principles of legality, openness, transparency, professionalism, interdepartmental interaction and orientation towards human rights as a key criterion for the effectiveness of public administration is argued. The conclusion is made about the need to further improve the regulatory, organizational and institutional support of state policy in the field of internal affairs, its compliance with the principles of democratic governance and effective provision of public order, security, rights and freedoms of citizens.
